Senior Director of Operations, Bangladesh
We are currently seeking a Senior Director of Operations for a five-year, $45 million USAID-Title II funded program in Bangladesh. The Program for Strengthening Household Access to Resources (PROSHAR) is designed to bolster food security in Bangladesh by addressing the following technical areas: the promotion of sustainable livelihoods; improved health and nutrition; and enhanced community ability to respond to vulnerabilities and shocks. The project works to reduce food insecurity in three upazilas in the Khulna division.  The Government of Bangladesh augments the Food for Peace program funds with a contribution of approximately $1.6 million.

The Senior Director of Operations, based in Dhaka, will be tasked with management of PROSHAR operations. This includes oversight and responsibility for the program’s Grants, Finance/Accounting, Human Resources, Procurement and Administration, Field Operations, and Commodity Departments. This position requires routine travel to PROSHAR’s other program offices in Bangladesh.

Responsibilities:
  • Provide strategic leadership and direction to all of PROSHAR’s operational departments in order to ensure the efficient and timely implementation of PROSHAR’s work plan and overall objectives. Ensure clear communications within and between departments.
  • Provide direct supervisory, coaching and mentoring support to department managed under this position. Ensure timely and professional feedback and work to develop a cohesive operations team that is pro-active, accountable and able to meet the administrative and financial needs of PROSHAR.
  • In collaboration with the Finance and Grants Director and the Procurement and Administration Director, review and approve all project procurements, following established policies and protocol.
  • In collaboration with the Finance and Grants Director, support the implementation of grants to local partners.
  • Oversee the development of program budgets, reports and work plans in coordination with the Finance and Grants Director.  Liaise with ACDI/VOCA/Washington accounting departments as necessary.
  • Support the development and ensure the quality of internal and external financial and programmatic reports.
  • Serve as primary point of contact/advisor on all matters pertaining to operational support with ACDI/VOCA Headquarters in Washington, DC.
  • Work to document and streamline procedures to support effective and timely program implementation, while simultaneously working to ensure compliance with USAID and ACDI/VOCA regulations and procedures and local laws.
  • Conduct monitoring of operations including spot checks in the field (warehouses, field offices, etc.).
  • Approve all project expenditures prior to payment, ensuring completeness of documentation and allowability under the applicable cost principles and policy.
  • Serve as a signatory on the program’s bank account.



Qualifications


Qualifications:
  • Bachelor’s degree in related disciplines (e.g., public affairs, finance, accounting), with at a minimum of 5 years of relevant management experience in an international context. Master’s degree preferred.
  • Prior experience with USAID procedures, policies and reporting requirements is required. Prior experience with Title II projects is preferred.
  • Strong experience in office management and administration.
  • Demonstrated experience on donor-funded food security programming in a developing country context strongly preferred.
  • Demonstrated experience in providing strategic oversight to sub-grants management, particularly with USAID projects, is strongly preferred.
