The International Center for Transitional Justice (ICTJ) is an international non-profit organization specializing in the field of transitional justice. The International Center for Transitional Justice works to redress and prevent the most severe violations of human rights by confronting legacies of mass abuse. ICTJ seeks holistic solutions to promote accountability and create just and peaceful societies.
 
POSITION OVERVIEW:
The Director of Global Operations and Human Resources is a member of the senior leadership team at ICTJ. The Director oversees the planning, direction, and implementation of global operations and human resource activities for US and International offices. He/She will provide strategic and operational leadership for human resources; act as a trusted advisor and counsel; serve as a key driver of organizational development, environment and culture; and, develop a global HR team to focus on three key areas:

  1. HR Strategy: develop a global HR strategy to accomplish the HR objectives outlined in ICTJ’s Strategic Plan.

  1. HR Operations: develop/improve the processes and systems encompassing recruitment, benefits, compensation, policies and procedures, on-boarding and off-boarding and HR metrics.

  1. Organizational Development: ensure the timely execution of performance management, career development, coaching, mentoring, succession planning, workforce planning and measurements of employee job satisfaction and organizational culture.


RESPONSIBILITIES:                

 

  1. HUMAN RESOURCES

  1. Create and implement an HR strategic plan to translate ICTJ’s mission, values, structure and goals into operational human resource goals and objectives; establish and monitor department’s budget.
  2. Lead recruitment and retention processes for all staff (HQ, Inpats, Expats, TCN, and LCN); create a comprehensive orientation process, implement a diversity awareness program, and diagnose global training/professional development needs.
  3. Manage the performance management process, evaluate its appropriateness and consistency of application, and ensure it is linked to career development and succession planning.
  4. Review compensation and benefits’ polices and structures for HQ and field-based staff: including position evaluation and classification, review of job grades, salary ranges and consultant contracts; oversight of negotiations of employee benefits programs; and implementing equitable benefits and insurance plans for HQ and field-based staff.
  5. Provide direct counsel to ICTJ’s senior management and staff on all HR issues including grievances, dispute resolution and terminations; design and lead appropriate practices.
  6. Oversee/facilitate employee meetings and communications; act as a bridge between employees and the organization. Recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale.

  1. Manage internal HR communications process to deliver timely and effective communications. Create/update communications channels that engage and inform employees.  Ensure communications channels provide ease of access, clarity and consistency of message.

  1. Revise and update the HR Policies and Procedures Manual; ensure policy implementation and coherence of approach across all offices; provide relevant training to all staff.
  2. Ensure coherence and compliance across our global network. This will include overseeing compliance with US, international and local country employment laws and customs; developing and maintaining relationships with in-country labor attorneys; working closely with Program Heads to ensure compliance in the creation of field offices or projects; overseeing data integrity and confidentiality of the HRIS and other personnel information.

  1. OPERATIONS

  1. Oversee risk management and legal activities such as letters of agreement, contracts, leases, etc.  Maintain business commercial and liability insurance – procurement, monitoring and management. Create a security management policy for staff traveling and working internationally.

  1. Serve as the primary liaison to the office landlord; manage vendor relationship, repairs and maintenance of office facilities.  Analyze physical space needs and options, including renovations and office relocation. Oversee emergency preparedness for office in coordination with the office landlord (trainings for fire wardens, staff participation in fire and evacuation drills, medical supplies are readily available, etc.)

  1. Manage the daily operations of the office; oversee the administrative functions including purchasing, reception, and office services to ensure appropriate support for staff and programs.

  1. TECHNOLOGY

  1. Direct the IT function for the organization in collaboration with the Director of IT.

  1. Oversee and monitor the development of an IT Strategic Plan to support the organization.


  1. GENERAL

  1. Lead and direct the work of staff (human resources, operations and technology) and define further staffing needs.
  2. Travel internationally as required.
  3. Other duties as assigned by the President.






Qualifications



  1. Graduate degree in Human Resources, Management, Organizational Development,  Law, Public or Business Administration.
  2. SHRM Certification or an equivalent qualification desirable.
  3. Minimum of 10 – 15 years HR experience with at least 5 years experience at the senior level. Global HR experience in an international NGO is preferred.
  4. Strategic thinker with strong operational skills.
  5. Experience creating, growing and sustaining human resource systems in a field-based NGO.  Familiarity with US and global employment and labor laws and regulations.
  6. Demonstrated leadership and project management skills; change management and culture change experience.
  7. Familiarity with current employment and labor laws and regulations.
  8. Excellent analytical and budget management skills and experience.
  9. Strong interpersonal skills and ability to foster collaborative relationships with employees from diverse cultural and global backgrounds
  10. Excellent communication skills (written and verbal); ability to articulate position and persuade others effectively.
  11. Fluency in English required (written and verbal); knowledge of another language desirable (Spanish, French, or Arabic).
  12. Computer literacy required; must have a working knowledge of MS Office (Excel, Word, Access, PowerPoint, Outlook).
  13. Ability to engage in international travel.
